The magazine > AI Summit: Emmanuel Macron unveils an ambitious strategy for artificial intelligence

On 9 February 2025, at the AI Summit in Paris, Emmanuel Macron presented a series of major announcements aimed at positioning France as a key player in the field of artificial intelligence (AI). With massive investment, international partnerships and a focus on education, the President set out an ambitious vision to meet the challenges and opportunities of this technological revolution.

Record investment for the future

Emmanuel Macron has announced a historic investment plan of 109 billion euros to accelerate the development of AI in France. This funding will come from both French and foreign players, underlining the country's attractiveness in this strategic sector.

Among the international partnerships, an agreement with the United Arab Emirates provides for the creation of a campus dedicated to AI, including a giant environmentally-friendly data centre. This investment, estimated at between 30 and 50 billion eurosThis is evidence of France's determination to become a key centre for cutting-edge technologies.

At the same time, the Canadian fund Brookfield will invest 20 billion euros in AI-related infrastructure in France. These initiatives are part of a strategy aimed at strengthening Europe's technological sovereignty while attracting foreign capital.

Training tomorrow's talent

Aware that the development of AI depends on solid human skills, the Chairman has set an ambitious goal: to train 100,000 young people a year in AI technologies, compared with 40,000 at present. This massive effort is designed to meet the growing need for skilled labour and ensure that France remains competitive with the world's major powers.

Ethical and accessible AI: the project Current AI

The President called for global regulation of AI to avoid potential abuses, particularly in the areas of misinformation, employment and copyright. This approach is part of a wider desire to ensure responsible governance of emerging technologies.

This statement echoes the international initiative called Current AI. This project will bring together several countries and companies around a common vision: to promote AI that is ethical, transparent and accessible. With a budget of 2.5 billion over five years, Current AI will focus on the development of open source tools in key sectors such as health and education.

Practical applications and challenges

During his speech, Emmanuel Macron highlighted the concrete benefits that AI can bring in areas such as health. In particular, he mentioned its potential in the fight against cancer. However, he did not shy away from the challenges posed by this technology: the automation of jobs, the environmental impact of data centres and the protection of digital rights.

To support these technological ambitions, 35 "ready-to-use" sites have been identified in France to host data centres. These infrastructures will play a key role in storing and processing the data needed to develop AI algorithms.

Confirmed European leadership

Finally, Emmanuel Macron pointed out that this technological revolution represents a "battle for independence" for Europe. Faced with the domination of the United States and China in this sector, it is crucial that France and its European partners take their destiny into their own hands. "We cannot be spectators", he declared firmly.

With these ambitious announcements, Emmanuel Macron aims to make France a world leader in artificial intelligence, while promoting an ethical and sustainable approach. This comprehensive plan, combining massive investment, international partnerships and intensive training, marks a decisive step in the country's digital transformation.
